![]() Parks & Recreation received two responses to the request for Statistically Valid Survey services. ![]() The RFQ was advertised via email and was sent to ten known providers on Jan. In addition, the firm was tasked with developing and analyzing a survey to obtain input from the public at large. Parks & Recreation advertised Request for Quote (RFQ) PR23-14 WMS Survey to engage a qualified firm to develop, review, refine and analyze results from an independent survey to obtain input on the future of Warm Mineral Springs Park from a statistically representative sample of North Port residents. A community survey is underway to ensure the City’s citizen voice is heard. On March 29, 2023, the City announced it was moving to the evaluation and negotiation phase with WMS Development Group LLC after receiving no other competitive bids. After it was found to meet state statutes’ definition of a “qualifying project,” the proposal underwent a competitive review, as outlined in the P3 process found in City code. In September 2022, the City Commission reviewed two unsolicited P3 conceptual proposals related to the Master Plan and selected a proposal from WMS Development Group LLC for substantive review. ![]() In June 2022, the City Commission directed staff to explore P3 opportunities to identify potential private partners that would be able to invest in the project, reducing the City’s funding shortfall for the first phase of the Master Plan and the restoration of the buildings at the springs. It’s a common contractual agreement between a public agency and a private organization that allows for greater private participation in the delivery of projects through capital investment. The City of North Port took over sole ownership of both the 21.6-acre springs site and the 61.4 acres of surrounding parkland in September 2014.Ī “P3” refers to a public-private partnership.
